5月20日,受欧洲强化地板制造商协会邀请,中国木业国际网、《国际木业》杂志总编辑李洪帆出席了在比利时布鲁日举办协会会员年会。会议结束后,李洪帆总编辑专程拜访了欧洲地板联盟秘书长Endre Varga先生,并就“欧中地板贸易、产业合作”话题进行了深入交谈
近日, Varga先生致信《国际木业》,就欧中地板贸易中存在的一些问题发表了自己的看法。为了客观的呈现Varga先生的观点,加强行业交流,本刊特将邮件内容以中英文双语形式完整刊出。同时,希望地板业内同仁,就Varga先生提出的问题发表自己的看法,意见可发送至本刊编辑部邮箱“cnwood@chinawood.org”。

Dear Hongfan,
It was my distinct pleasure to meet you again in Brussels. I always appreciate our direct and open discussions and am convinced that this is the best way to move things forward,especially those issues which are high on the agenda and of mutual interest. In short, a recap of some of the issues that are annoying the EU parquet producers:
1. As you are aware, the European Parquet Industry strongly supports the "Free, but Fair trade" principle. I other words, in order to insure equal business chances for all players on the international scene, it is imperative to create a level playing field for all market actors. In our view, such is unfortunately at present not the case with China.
2. Millions of m2 of multi-layer parquet from China are flooding the EU market under extremely competitive conditions, but the EU nevertheless respects the WTO (and DOHA)principles of free trade and is not raising any import duties on these shipments.
3. On the other hand, European producers are fighting with all their might to bring a few hundred thousand m2 of high quality multi-layer on the Chinese market, but are systematically punished with a 10% import tax. This is not a correct approach, and is a considerable and unjust handicap for the EU exporters.
4. Some Chinese producers were putting a fake CE-marking logo on their publicity material and product brochures even before the CE-marking obligation for wood floorings officially entered into effect on 1 March of the current year. When asked to provide an explanation for this issue, the answer was often that the logo in fact stands for "Chinese Exports"! This, as you will certainly agree, is a totally wrong way of conducting business and hence cannot be tolerated. FEP has therefore informed the European Commission about these regrettable practices and the case is under investigation.
The above examples are creating a general climate of distrust which is far from favorable for continuing the broad co-operation between our industries, which you and I were trying to stimulate and support at the occasion of our agreeable meetings in the past, both in Shanghai and Bad Blumau, Austria. FEP and its leading European member parquet manufacturers sincerely hope that the near future will bring a swift and fundamental change to the aforementioned practices, which is of crucial importance for restarting the constructive attitude of the past. It goes without saying, that your personal engagement in this direction is much appreciated.

3. 另一方面,欧洲制造商都在奋力向中国市场提供数十万平米的高品质多层实木复合地板,但中国都加收了10%的进口税。我们认为,这对欧盟的制造商们是相当不公正的。
4. 今年3月1日欧盟对地板类产品强制执行CE认证市场准入制度,然而,在此之前,就有一些中国制造商在在他们的宣传材料和产品说明书上打印假的CE认证标识。当这些中国制造商被要求对这种滥用作出解释,他们往往以敷衍搪塞来回答!我想,这绝对是一种完全错误的、无法容忍做生意的方式。因此,我们已经向欧盟提出了对这些令人遗憾的做法和事件案件进行调查。
在上海和奥地利的巴德布卢毛会议中,你我曾试图促成中欧地板行业间的良好合作。很遗憾,上述我所列举的事件所营造不信任氛围却对中欧地板产业广泛合作带来了不利影响。欧洲地板联盟和我们所引领的欧洲木地板制造商成员真诚地希望,在不久的将来,上述做法将有迅速和根本的转变。因为,这对中欧地板业界之间重新开始具有建设性合作态度的是至关重要。介于您一直在中欧地板贸易上为欧洲制造商所作出的努力,我们难以言表对您的感谢。
在促进中欧地板合作方面,我期待着与您未来的合作。
